The Potential Impact of Martyn’s Law on School Security

The Terrorism Protection of Premises Bill, also known as “Martyn’s Law,” is anticipated to become law by 2025. Developed following the Manchester Arena Inquiry, this legislation aims to bolster national security and enhance public safety by mandating protective measures at public venues.

What Martyn’s Law Could Mean for Schools

Although Martyn’s Law is not specifically designed for educational institutions, the principles outlined in the legislation could potentially influence how schools approach security. The law is expected to require venues to assess terrorist risks and implement appropriate response strategies, such as installing security systems, conducting staff training, and establishing clear procedures to handle potential threats.

During the speech on June 17th 2024, King Charles said legislation would be introduced to improve safety and security of public venues to ‘keep the British public safe from terrorism’.

Compliance Requirements by Capacity

The bill outlines specific requirements based on the size of the venue:

  • Standard Tier (100-799 capacity): Complete a templated Emergency Action Plan provided by the Home Office and implement measures based on this assessment.
  • Enhanced Tier (800+ capacity): Conduct detailed risk assessments, develop comprehensive security plans, and provide staff training tailored to the assessed risks.

Failure to comply can result in fines, permanent closure, or prosecution. While there is no evidence yet that schools will be directly impacted, understanding these potential requirements can help institutions prepare for any future changes in legislation.

Considerations for Schools

Even if Martyn’s Law does not explicitly apply to schools, it may be beneficial for educational institutions to adopt similar security measures. Implementing evacuation plans, lockdown protocols, and effective communication systems can be crucial in ensuring safety during emergencies.
