Direct Vision Standard
All heavy goods vehicles (HGV) over 12 tonnes are required to hold a safety permit to operate in Greater London. This permit has been created to reduce the high number of incidents involving HGVs, pedestrians and cyclists
The Direct Vision Standard measures how much an HGV driver can see directly through their cab windows. This indicates the level of risk to vulnerable road users, such as people walking and cycling, near the vehicle.
The Direct Vision Standard and HGV safety permit for HGVs is part of the Mayor of London's Vision Zero plan to eliminate all deaths and serious injuries on London's transport network by 2041.
A star rating system will be used to indicate the level of risk to people near the vehicle, zero being poor and five being excellent. If your vehicle doesn’t meet the minimum one star rating requirement, you will need to follow the Safe System. This requires extra equipment to be installed. Complying with the Safe System will allow you to drive into Greater London but will not change the vehicle’s star rating.
By 2024, the DVS minimum star rating will be increased to three stars and the following equipment will be required:
- Class V mirror fitted to the nearside of the vehicle
- Class VI mirror fitted to the front of the vehicle
- Side under-run protection fitted to both sides of the vehicle except where this is impractical or proves to be impossible
- External pictorial stickers and markings should be displayed on vehicles to warn vulnerable road users of the hazards around the vehicle
- Sensor system that alerts the driver of a presence of a vulnerable road user fitted to the nearside of the vehicle
- Audible vehicle manoeuvring warning to warn road users when the vehicle is turning left
- A fully operational camera monitoring system fitted to the nearside of the vehicle
